Strategic Environmental Assessment Framework for Special Economic Zone Policy of Gujarat


Abstract of technical paper presented during 4th International Health, Safety, Environment and Loss Prevention Professional Development Conference at Kuwait in April 2007.

In recent years, Environmental Impact Assessment (EIA) has faced immense criticism as it is project specific and does not influence macro-economic and sector policies, strategic decision-making and development planning. It is considered to be inefficient tool for assessing the cumulative impacts of larger projects at a macro level.

Several countries and institutions have grappled with these shortcomings over the last decade or so and come up with different responses. The dominant response emerging since the mid-1990s is embedded in the concept of Strategic Environmental Assessment (SEA).

The paper is an attempt to develop a framework of Strategic Environmental Assessment, which could be helpful in decision making at policy level. The paper also highlights how environmental assessment at policy level can contribute to better environment management. In order to justify the above concept, environmental assessment of Special Economic Zone Policy was carried out along with a case study of Kandla Special Economic Zone of Gujarat (KASEZ), India.

The paper concludes that SEA can be effectively used as a proactive tool to reduce the environment and social conflicts during policy implementation.
